Abstract: In this study, a model was developed for cyber ethics and professional responsibility in computing. There is a need for every mobile phone user to have access to cyber ethics and professional issues. This study designed an architectural mobile application framework using HTML, JSP, and CSS. The back end of the application was developed using SQL. The application can be installed on handheld devices that support the android operating system. The effort taken for scripting is 12 h while the performance scripting productivity is calculated to be 3 operations per hour. The application is recommended for all mobile phone users
