Abstract: The public procurement system in Nigeria has come to stay, and non-compliance with the reform’s laws and regulation is now one of the major problems. As a result , this study assessed the effect of the Public Procurement Act (PPA) 2007 compliance factors on time, cost and quality of construction project delivery in Kaduna, Nigeria. The study adopted a quantitative research approach, which included the use of a questionnaire. The population of the study includes procurement officers in Kaduna MDAs. Purposive sampling technique was adopted and 96 experienced procurement officers were identified and selected for the study. Data was collected using a well-structured questionnaire administered to the procurement officer in the population, and a total of 75 questionnaire representing a 79% response rate were retrieved. The data collected was analyzed using the mean item score and linear regression analysis. The findings revealed that there is significant relationship between PPA and Construction project delivery time, cost and quality. Based on the study’s findings, it is possible to conclude that factors affecting compliance with the PPA by MDAs in Kaduna State have moderate effect on time, cost and quality of construction project delivery. As a result of the conclusions made in this study, it is recommended that the MDAs should ensure that the various factors affecting compliance with the PPA by MDAs are reviewed from time to improve the level of compliance with the state.
