Abstract: The network selection problem in cellular network is an optimization issue for its complexity. It needs well-designed approach in solving it as common handover techniques cannot optimally resolve the problem. This paper intends to present an effective network selection scheme using a genetic algorithm scheme getting better outcomes in terms of optimality concept. In this research, an intelligent technique is developed to select the most optimized network from mixed operators seamlessly. This is accomplished with the use of Genetic Algorithm that intelligently choose the best network for utilization while determining the appropriate network parameters for optimal selection between different GSM network providers.
