Item Wealth Creation for the Nigerian Youths and Sustainable National Economic Development in Nigeria through Entrepreneurship and Information and Communication Technology(The Humanities Complex, A.B.U. Nigeria, 2012-11-19) IKyembe, Princess; Akuso, Afiniki; Goshie, Rhoda WusaWealth Creation for the Nigerian Youths and Sustainable National Economic Development in Nigeria through Entrepreneurship and Information and Communication Technology As Nigeria marks her fifty-two years of independence, ‘ this giant of Africa’ with a population of over 140 million, is blessed with abundant mineral, material, human, and financial resources. With many of these resources yet untapped, there are numerous challenges confronting the nation which include abject poverty, low standard of living, low rate of economic growth, corruption, insecurity, unemployment, over- dependence on petroleum products and foreign goods and inadequate power supply, among others. The present state of insecurity and incidence of petty and serious crimes in the country has direct bearing on the issue of unemployment among the youths in Nigeria. In order to tackle these problems, certain programs and policies have been adopted by successive governments. These include National Economic Empowerment Development Strategies (NEEDS), Nigeria Bank for Commerce and Industries (NBC), National Directorate of Employment( NDE), National Economic Reconstruction Fund( NERFUND), Poverty Eradication Program, Small- Scale Industry Scheme (SSIS), Structural Adjustment Program (SAP). Operation Feed the Nation (OFN), Green Revolution (GR), State Economic Empowerment Development Strategy (SEED), Local Empowerment Development Strategy (LEEDS), Centre for Entrepreneurship Development (CED), and Youth Enterprise with Innovation in Nigeria (YouWin), among others. This paper therefore examines the role of Entrepreneurship and Information and Communication Technology in wealth creation for the Nigeria youths towards enhancing a sustainable national economic development. Entrepreneurship and Information and Communication Technology can provide a platform for inculcating the necessary skills, innovative abilities and creative capabilities in youths which should prepare them to function well in business and become self- reliant and employers of labor. The paper therefore recommends that government should create enabling environment for foreign investment, transform agricultural sector, provide adequate power supply, encourage indigenous entrepreneurs to expand their markets in order to employ youths, revive textiles and other manufacturing industries and strengthen the existing ones’ and also take proactive measures on the issues of insecurity as well as provide affordable ICT infrastructural facilities to run business centre. If these are properly put in place, the paper stresses an affordable and enabling environment would have been created for both the indigenous and foreign investors to make Nigeria their destination thereby creating more jobs for the teeming youths.Item Factors Influencing Attitude of Teacher Librarians Toward Information Technology in Kaduna State(Ahmadu Bello University Library Complex, A.B.U. Zaria. Nigeria, 2015) Gwari, Williams Habiba; Esew, Micheal; Goshie, Rhoda Wusa; Jimada, AishaThe study aimed at examining the factors that influence the attitude of teacher librarians toward information technology in Kaduna State Secondary Schools. Survey research method was adopted. The study population comprises all the five hundred and four (504) schools. Out of this population two hundred and sixty- four (264) was used as sample size for the study. Questionnaire was the instruments used for data collection. The data collected were presented and analyzed using descriptive statistics. The study found that teacher librarians have positive attitude toward information technology as shown from the respondents who opined that information technology can enhance student learning. The study also found that the possible constraints which tend to have unanimous consensus among the respondents were inadequate trainings on the job, lack of access to technology, poor infrastructure/ social facilities and the epileptic power supply which adversely limit use of the technologies in secondary schools. The inferential analysis showed that the constraints to information technology usage in the secondary schools are positively correlated with the attitude of the teacher librarians towards the information technology use for teaching and learning in the schools. The study concluded that inadequacy of information technology resources, lack of confidence, anxiety, inadequate training, and lack of access to technology, poor infrastructure/ social facilities and epileptic power supply were some of the constraints that significantly influence the teacher librarians’ attitude towards information technology usage in the schools.Item Assessment of Customer Satisfaction with Products and Services of Academic Libraries in Zaria Metropolis(Academic Library and Information Science, 2015-09) Denen, Nehemiah Kwaghgba; Matthew, Terfa Chorun; Goshie, Rhoda WusaThis paper discusses customer satisfaction with products and services of academic libraries in Zaria metropolis. The products include books, internet access, journals, databases, newspapers and magazines and so on. The libraries comprise of Kashim Ibrahim Library of Ahmadu Bello University, Samaru, Federal college of Education, Nuhu Bamalli Polytechnic and Ameer Shehu College of Advance studies Libraries all in Zaria Metropolis. Survey method was adopted for the research. The population was 377 respondents. Questionnaires were used for data collection. Tables, frequencies and percentages were used to analyze the data. Nigeria, 2018-02) Goshie, Rhoda Wusa; Jimada, Aisha; Hassan, Hadizatu; Adedokun, Aderonke Olubukola; Shehu, KokamiThe research work was on library resources for the visually handicapped in Kaduna state. The work gave the definition of a handicapped as individuals who lack and have a defective functioning of any body part. It also listed the categories of physical disabilities which include: visual disabilities, hearing disabilities, mental health disabilities and intellectual disabilities. It also listed the library resources which include: Braille embossers, braille alphabets, braille duplicators and braille audio. Literature were reviewed based on the topic of study. A questionnaire containing 7 (seven) items were designed and used for the study. Interviews were also conducted for the school librarian, staff and the students using an interview guide. Results of findings revealed that the library resources for the visually handicapped are not current and are not also sufficient for the students due to majorly lack of funds. Recommendations such as the provision of funds and the training of the staff and students on how to access the various library resources to be able to meet with the challenges of this twenty first century in librarianship were given.Item Approaches to Security of Information Resources in Academic Libraries in Niger State, Nigeria(Samaru Journal of Information Studies, 2018-04-16) Fati Abubakar & Dr. B. S. AdukuThis study examines approaches to security of information resources in academic libraries in Niger State. Three research objectives were framed for the study. The case study design was adopted for the study, and purposive sampling technique was used to select 35 respondents from a population of 297 staff in all the 12 academic libraries in Niger State. Semi structured interview guides were used to collect data from respondents, while field notes guide were used to record data in respect of participants’ observation. The data collected were subjected to qualitative analysis. The findings revealed that: the common approaches adopted for the security of information resources included periodic random checks on users and staff, scheduled patrols, and checking of users IDs, while computers of some libraries had antivirus software installed, and passwords configured. However, surveillance cameras were functional in only one library. The prevalent threats in all the libraries included book theft, mutilation of information resources, and non-return of borrowed library materials, impersonation, and computer virus attack. The 12 libraries had policies guiding the security of information resources, but they did not have insurance cover. It was concluded that although academic libraries in Niger State have adopted good approaches for securing their information resources. The fact that they paid more emphasis on printed materials, with less use of electronic security systems, it is obvious that the libraries were yet to embrace the opportunities offered by technological advancement for such activities. In view of the findings, it was recommended that libraries should endeavour to have written policies on all aspects of security of information resources, while efforts should be made to improve the qualities of such materials that have already been degraded or replace them if necessary. Finally, it would be necessary to enhance the manual methods of safeguarding library materials, while emphasis should gradually shift to the electronic methods.Item Complementarity of Information Technology to Knowledge Management(Ahmadu Bello University Library Coplex, A.B.U. The paper identified the significance of information and communication technologies (ICTs) in knowledge Management (KM) to organizational effectiveness.Item gender participation of academic librarians in provision of library and information services in Ibrahim Badamasi Babangida Library of Federal University of Technology, Minna and Abubakar Gimba Library of Ibrahim Badamasi Babangida University, Lapai(2019-07-28) ADAMU, MOHAMMED SABA; ANGO, ABUBAKAR ALIYU; ABUBAKAR, FATI and DOGARA, LADANThis study investigated equal gender participation of academic librarians in provision of library and information services in Ibrahim Badamasi Babangida Library of Federal University of Technology, Minna and Abubakar Gimba Library of Ibrahim Badamasi Babangida University, Lapai. These universities were chosen based on their status (i.e. Federal and State owned institutions). Objectives of the study were to: identify the types of library and information services provided in the university libraries and find out if there was equal gender participation of academic librarians in the provision of library and information services in the university libraries in Niger State. Descriptive survey research design was adopted for the study. The entire forty-two (42) academic librarians in the two (2) university libraries were used as the respondents in the study. Questionnaire was the instrument used for the collection of data. The data collected were tabulated and analyzed using frequency counts, percentages, mean scores and standard deviation. The findings revealed that exhibition, display and counselling services were not provided and there is no equal gender participation of academic librarians in the provision of library and information services in the two university libraries under study. The study recommended that management of the two university libraries should also provide exhibition, display and counselling services and should be gender conscious in the subsequent employment of librarians in order to balance the gender equality of academic librarians in the two (2) university libraries under study.Item AGRICULTURAL INFORMATION SERVICES PROVISION BY LIBRARY STAFF OF COLLEGE OF AGRICULTURE LIBRARIES IN NIGER STATE, NIGERIA(Publication of the Depaprtment of Library and Information Science, University of Nigeria Nsukka, 2020-04-04) Adamu, Mohammed Saba (CLN, MNLA, CTN), Kasim, Muhammad Bala (CLN), Adamu, Mahmud (CLN)and Abubakar, Fati (CLN)This study investigated the agricultural information services provision by library staff of college of agriculture libraries in Niger State, Nigeria. The research design adopted for this study was descriptive survey research design. The population covers the staff of the libraries. The instruments used for data collection were checklist containing items on availability of agricultural information services and questionnaire containing items on methods of providing of agricultural information services and strategies to enhance provision of agricultural information services and strategies for enhancing the provision of agricultural information services. Data collected were analysed using frequency counts and percentages. Findings showed that outreach services, bibliographic services, user education, reprographic services, current awareness services (CAS), etc were not provided; ICTs based information provision models such as Web portal, Voice-Based service, Text (SMS) Based service, Self-support online community service, Interactive video conferencing service etc were not in use in the College of Agriculture Libraries in Niger State. Therefore, infrastructure of internet connectivity and the use of internet is an essential access channel for global information especially in developing countries. Gender is the relationships between men and women while culture is a system of knowledge shared by a relatively large group of people. Issues of gender inequality and culture such as cultural gender norms such as patriarchal structure, economic dependence on men, domestic roles and responsibilities poses hindrance to accessing information, inadequate or total lack of information makes women and girls have limited influence over resources in society and this has been a serious barrier when trying to get a clear picture of access to global information in developing countries. However, the author critically examined gender issues such as digital divide, cost of the internet and exclusion of women in terms of technology utilization. It further discusses critically on cultural issues as a way of life and believes of people in relation to access to global information society. The paper also highlighted the impact of information technology on women work such as helping the women to advance in technology and also creating new job through the information and communication technology. Four research questions guided the study in line with the objectives. Descriptive survey research design was used for this study. The target population of the study were one hundred and eleven (111) librarians in the three selected federal university libraries in South-Eastern, Nigeria. A close ended structured questionnaire was used as data collection instrument. Total frequencies and median were statistical tools used for data analysis and multiple regression analysis was used for testing the hypothesis. Results showed that level of librarians’ performance is moderate, impact of ICT skills possession is high and impact of staff development in enhancing librarians’ performance is high. ICT and staff development were good predictors of librarians’ performance in federal university libraries in South-Eastern, Nigeria. The study concluded that prompt payment of staff salaries, reward system for dedicated staff and provision of good working environment would no doubt enhance librarians’ performance. The study recommended that management of federal university libraries in South-Eastern, Nigeria should reward the dedicated staff and make the libraries environment more conducive for both staff and users, organise more training for librarians and more opportunities should be given to librarians to attend conferences, workshops, short courses and seminars.Item Global Perspective of some Selected Sectors Information Policy in Nigeria(Ahmadu Bello University Library Complex (A.B.U.) Information policy on the other hand is a set of interrelated principles, laws, guidelines, rules, regulations, and procedures guiding the oversight and management of the information life-cycle; the production, collection, distribution/dissemination, retrieval, and retirement of information. With the continued globalization of knowledge, the changes in knowledge, the changes in knowledge creation, the generation of non- print formats(e.g, multimedia and digital), the rapid expansion of wireless technology, and the need to increase the level of sharing of information/ resources, it is now time to begin the development of a global information policy. Emphasis was made on the global information policies of some selected sectors in Nigeria. The information policies discussed in this paper were the health information policy, educational information policy, telecommunication information policy, freedom of information legislation policy, intellectual property rights,citizen charter of information rights and regulations of telephones and cable systems policies. The state of the information policy and challenges were highlighted. Libraries throughout the world are grappling with the present issues of technological development, globalization, and digitalization of information. librarians must be familiar with the following competencies in an online environment: e-reserves bibliographic instruction software, management systems, apple and Microsoft systems, instructional design products, a wide range of classroom software applications, serials management software and library integrated systems Design/Methodology/Approach: The paper adopted conceptual approach. It defines the concept of Continuous Staff Development Programs, types of Continuous Staff Development Programs, acquisition of online competencies skills, The use of ICT in the acquisition of online competencies, competencies needed by librarians, challenges of Continuous Staff Development Programs on job performance, conclusion and recommendations. Implication: The paper contends that although the library profession has proliferation of program there still there exists low improvement in the acquisition of online competencies for job performance.Almost all experts now believe that continual learning is necessary for library/information personnel to provide effective service. The study was guided by two research questions and objectives. The research methodology was purely quantitative and a descriptive research design was used. The study population includes 108 Faculty Officers in the five Ahmadu Bello University Teaching Hospital Schools, Shika Zaria. Yamani's formula was used to determine the target population sample of 91 respondents. A questionnaire was used to collect data. A simple random sampling method was used as the sampling method to collect data from the study area. The tool was subjected to face and content validity. The pilot study was conducted at Ahmadu Bello University, Zaria’s main campus, which was outside the key study areas but with similar characteristics, and was also tested for reliability using a split- half test, and obtained a reliability coefficient of 0.81. Data were analyzed using descriptive statistics and Statistical Package for Social Science version 21.0. Among other things, the results of the study showed that the greater part of respondents indicated that email, online relay chats, Internet telephony, instant messaging, web services, and video conferencing were the types of Internet facilities or services required and accessible for Ahmadu Bello University Faculty Officers Shika Zaria Most respondents indicated that some of the factors that discourage the use of Internet facilities by Faculty Officers are lack of Internet access and inappropriate research on Internet skills. Libraries and librarians must consider and comprehend numerous aspects of services that have emerged since the advent of information and communication technology (ICT). Librarians of this era are required to use digital tools to provide electronic service. Librarians should possess a diversity of internet skills. Amidst the skills is online skills and technology, which is a useful tool for identifying job titles, tasks, and talents (including technology knowledge).The paper highlighted the 21st century skills for archives and preservation in libraries and for librarians such as management systems, content curation, taxonomy creation, records preservation and management, competitive intelligence tracking, digital asset management, skills in scanning and filing digital formats, automated archival collections, management systems, encoded archival description (EAD), XML schemas and USMARC. The paper gave challenges of acquiring the skills such as inadequate training, non-challant attitude of librarians towards the utilization of modern technologies and lack of internet connectivity. The paper concluded that Librarians should want to grow by studying current skills that will allow them to compete with other librarians from around the world. The paper gave the way forward such as regular training and retooling especially with the changing in technology and vast growth of knowledge and the provision of superb internet.
