We also looked at how it can be used to distort national security, how it became the new weapons of mass mobilization and also how social networks have became the rallying forces for revolutions and social justice.Item Repositioning Vocational and Technical Education for effective manpower production in Nigeria(International Organization of Scientific Research, 2012) Atsumbe, B.N.; Raymond, E.; Igwe, C.O.; Atsumbe, J.A.To meet the challenges of technological change that can support economic growth and to guarantee equal access to opportunities and employment, Vocational and Technical Education must be available to a substantially greater proportion of young people and adult alike. In this paper Vocational and Technical Education has been identified as the most reliable veritable vehicle that can be used in preparing skilled manpower for the nation. Major constraints to vocational and technical education such as historical legacy from colonial rule, societal attitudes government lip service to vocational education, lack of adequate teaching man power, problems of management and organization of VTE, relevance of curriculum, poor state of infrastructures and training equipment amongst others. The paper also made a number repositioning strategies for quality manpower production. These includes a general re-orientation of the concept of Vocation; re-organization and management of Vocational education; new capacity building strategy for Vocational teachers, new funding approach, collaboration with employers accreditation and automatic streaming of students among others. This paper integrates the industrial, educational and entrepreneurial activities that results in increased productivity. Functional building technology career broadly categorised into professional and non-professional. The paper reviewed the entrepreneurial prospects open to the non-professional builders trained in the technical institutions equipped with the knowledge and skills to competently perform in the building construction sites as craftsmen, technicians and technologist. Also, other entrepreneurial activities in the public and private sectors at both small and medium scale capacity. The review presented inadequate budgetary allocation to the education sector, dearth of infrastructural facilities, also, the gap existing between the construction industry and the technical institutions. It recommended, increased funding and acquisition of modern equipment/machine and adequate infrastructural facilities. Also, establish a sustainable linkage between the construction industry and technical institutions. As employability skills is highly required for one to be a successful VTE Teacher and Technician or technologist. Employability Skills are usually not formally taught as part of the VTE curriculum content. The coming of e-learning as innovation in VTE will provide graduates’ opportunities to acquire these employability skills if the lecturers employed this method in teaching. This paper focused on VTE Teachers Training Programmes in Nigeria, e- learning techniques, employability skill needs of VTE teachers and the impact of e-learning on employability skills development for national security. It has become necessary for VTE Lecturers to employ e-learning as one of the methods of training VTE Teachers. Because of the advent of knowledge economy, e-learning has been one of the high priorities promoted in higher education with the hope of bringing innovations that enhance quality in education. This work has a great impact to pre-service teacher of VTE programme as the knowledge of e-learning can build employability skill which they can apply in teaching after graduation.Item Integrating Technical and Vocational Education in Youth Empowerment Programmes: An Approach to Nation Building and Job Creation in Nigeria.(Journal of Education and Practice, 2013) Franca, C. N.; Igwe, C. O.; Vivien, N. N.Youth empowerment in many nations is geared towards equipping youths with skills for self-employment and nation building. The rate of unemployment and underemployment among Nigerian youths and graduates is on the rising, crime and poverty rate has equally increased. The federal government of Nigeria, International organizations and Non-governmental organizations has introduced some youth empowerment programmes to curtail the problem of unemployment in Nigeria. Despite the efforts of the government and other bodies to help in curbing this situation, it all seems that the expected results of these programmes are not seen. This is as a result of the syllabus of some of the programmes for the reason that they do not appropriately integrated Vocational and Technical Education in its programme content. Vocational and Technical Education (VTE) leads to applied and practical skills acquisition. Integrating VTE in youth empowerment programmes will greatly equip the beneficiaries of the programme with practical skills for self-reliance and this will in turn reduce underemployment and unemployment to the barest minimum and increases the economical growth of the nation.Item Use of Library Resources by the Undergraduate Students in Nigerian Federal Universities(Information Trends, Kaduna, 2014) Oyedum, G. U.; Abduldayan, F.J.; Chuks-Ibe, P.O.Students' use of university library resources is essential in order to achieve their educational objectives in the universities. This paper, therefore, assessed the level of undergraduate students' use of library resources in Nigerian federal universities. The study also ascertained which of the library resources the undergraduate students use most in the university libraries. The survey research method was used for the study and the study population was 1,453 undergraduate students from across Arts, Education, Engineering, Law, Science, and Social Science faculties in the selected universities. The main instrument used for the data collection was a questionnaire. Descriptive statistics such as frequency and percentage tabulation were used in analyzing the data. Results revealed that the level of students' use of library resources in Nigerian federal universities is low. The study also revealed that students frequently visit the federal university libraries in Nigeria in order to use resources to support their classwork activities. To increase the level of library use by undergraduate students in Nigerian federal universities, the majority of the respondents indicated the need for the provision of electronic resources/internet-connected computers and the creation of a more conducive atmosphere, among other recommendations, to attract students to effectively use the university libraries.Item Development of Library System Automation Software: A Study of Federal University of Technology, Minna Library(Lapai Journal of Management Science, Lapai, 2016) Oyedum, G.U; Abduldayan, F.J; Amos, V.The paper examined the provision of automated software for Library services in Nigerian Universities, using Federal University of Technology, Minna Library as a case study. The system design methodology was used in the study. The general objective of this study is to explore the potentials of providing effective and efficient library services of record-keeping of books and users; and giving easy access to these records to users when needed, using a desktop Java application at the University Library. This software is used to register students and staff, new books that arrive the circulation unit, lend out books to users and-make returning of the books easy. With the software, the library staff can view user record, edit the record, and calculate fine of defaulters automatically. The software can also send e-mail to various users/members who default in returning borrowed Library books. The software also generates report for the Chief Administrator to view activities carried out in various units of the Library. This software was designed and developed with Java Programming Language. The software will enhance Library services and boost professional standing of the librarian as well. Based on this study, it is recommended that provision of digital library services in Federal University of Technology Minna as well as other tertiary institutions of learning should be implemented in line with current global digital trend.Item The Role of Academic Libraries in Enhancing Workflow in African Universities(Proceedings of the International Conference on Information and Communication Technology and Its Applications, School of Information and Communication Technology, Federal University of Technology, Minna, Nigeria, 2016) Abduldayan, F.J.; Dang, T.L.; Karemani, A.; Obadia, S.B.An academic library may be beautifully designed but with little impact on the research output of its users. This study identified these gaps with reference to African libraries. Researchers, irrespective of their areas of interest, have a common research workflow which defines the entire research process. Information and Communication Technologies (ICT) can be embedded at every level of the workflow, creating an enabling research environment to ease research processes and better output. Academic librarians, as part of their role in supporting teaching, learning, and research, are expected to introduce, advocate, and create awareness and offer support services on available relevant products and services that can be embedded at every level of the research workflow. This study identified new products and services and suggested how they should be embedded through the research process. The study concluded that embedding these new products and services in research workflow will improve the quality of researches emanating from Africa and ultimately improve our research visibility globally.Item Learners’ support services and open education resources in Africa(The Intuition, 2016) Nwokolo-Ojo, J.O.; Igwe, C. TItem Assessment of Plagiarism in Undergraduate Projects in the Department of Library and Information Technology, Federal University of Technology, Minna, Niger State(Nigerian Libraries: Journal of the Nigerian Library Association (NLA), 2017) Abduldayan, F.J.; Obaje, A.M.; Oyedum, G.U.The study examined students' plagiarism in undergraduate final year projects for the 2014/2015 academic session in the Department of Library and Information Technology, Federal University of Technology, Minna. Turnitin anti-plagiarism software was used in checking the similarity index and percentage of plagiarized content in the students’ projects. The acceptable benchmark for similarity index was 20% in line with the University policy. All the cases of plagiarism are treated as a case of examination misconduct by the University. The study utilized the analysis of Turnitin anti-plagiarism software as the method for determining the rate of plagiarism. The total population of 42 students for the 2014/2015 was considered, of which 31 (73.8%) successfully trained in their work and graduated with percentages ranging from 14% to 20% similarity indices. The study determined different tricks and methods adopted by students in manipulating the results of Turnitin in order to get the acceptable percentages. Findings revealed some of the challenges faced by students while using Turnitin for plagiarism check. These included students’ lack of paraphrasing skills, time constraints, and lack of continuous monitoring of students’ progress by faculty instructors. The study concluded that Turnitin has helped improve students’ work integrity among students and staff and has also ensured integrity in intellectual outputs emanating from the university. This has led to the increased research visibility and academic ranking of the Federal University of Technology, Minna on the Web. The study recommended that the University should encourage all students to start turning in their work early and not at the end of the project, as this would give them time to paraphrase their work before submission deadlines. The need for comprehensive training on how to paraphrase contents was also recommended.Item A Comparative Study of Compressed Earth Bricks (Ceb's) and Sandcrete Blocks for Building Construction(Nigerian Journal of Technological Research (NJTR), 2017) Kareem, W. B.; Okwori, R. O.; Kagara, A. B.; Igwe, C. O.; Ayandokun, S. T.This study examined the production and testing of sandcrete bricks and compressed earth bricks (CEB’s) with a view to comparing their strength and moisture content of materials used. Some units of sandcrete bricks and laterite bricks were made using machine vibrated sandcrete brick mould and hydraulic brick making machine respectively. The bricks were tested to determine their moisture content and compressive strength. The results obtained from the tests were compared with the specifications of Nigerian Building and Road Research Institute (2006), Nigerian Building Code (2006), and Nigerian Industrial Standards (2000). The results indicated that the compressive strength of 300x150x170 sandcrete bricks varies from.1.3 N/mm² to 2.6 N/mm², as the curing age increases from 7 to 28 days. For laterite bricks, the strength varies from 1.0N/mm² at 7 days to 2.2N/mm² at 28 days. All the bricks produced satisfied the minimum requirements in terms of compressive strength, by all available codes, but the compressive strength of sandcrete bricks is higher than the CEB's. It was concluded that sandcrete bricks have better strength compare to compressed earth brick, more so compressed earth bricks (CEB's) absorb more water than sandcrete bricks, and:‘sandcrete bricks can be use as substructure (foundation unit). It was recommended among others that sandcrete bricks should be used for foundation of a building.Item Information technology service provision in Technical Vocational Education and Training (TVET): Implication for Sustainable Development in 21st Century Nigeria(Benue State University Journal of Education, 2017) Igwe, C. Access to, and ability to use information among Nigerians is one of the most important factors that can sustain Nigerian as the giant of Africa and enable it achieve its dream as one of the twenty largest world economies by the year 2020. The main drivers of ICT in TVET emanate from attempts to meet the demand of maturing or emerging knowledge economies which includes keeping pace with ICT and new technologies in the workplace. TVET is a type of education which prepares individuals for the world of work and also is a viable tool for sustainable development. The economic and industrial development of any nation in the 21st century is propelled by effective integration of ICT in TVET through the provision of technology information services. This is saddled with some challenges like infrastructure-related challenges, availability and accessibility of information technology resources and poor funding Recommended among others, improved maintenance culture on the systems and ICT tools and regular facilities upgrade. The government and relevant stakeholders should Improve budgetary allocation for adequate funding. Also, the private sector should contribute in both financial and material resources toward the provision of technology information services for effective TVET programme in Nigeria. The implication of ITSP in TVET for sustainable development in the 21st century is that TVET can now aim to reach its full potential. This is because teaching has intended outcomes that are geared towards behavioural change. In this regard, a good teacher assesses the progress of the students through tests, assignments among others using standardized criteria. It goes without saying that adopting a standard for marking students’ scripts is a fantastic tool to help teachers ensure that marking is consistent across all students’ scripts in a particular examination, test or assignment. Hence, this unit explores the development of a good marking scheme suitable for eliminating teachers’ biasness when marking.Item Research data management and information security: Role of Library and Information Technology Service (ITS) units in federal universities of technology in Nigeria(I-Manager’s Journal on Information Technology, 2019) Abduldayan, F. A.This exploratory study presents how information security affects research data management in all the Federal Universities of Technology (FUTs) in Nigeria. These FUTs in Nigeria are: The Federal University of Technology, Minna; Federal University of Technology, Akure; Federal University of Technology, Owerri; Modibbo Adama University of Technology, Yola; and Abubakar Tafawa Balewa University, Bauchi. Lack of trust in the available security systems and safety procedures guiding the Institutional Repositories (IR) has been identified as a perceived impediment to depositing intellectual outputs and the underlying research data by researchers. The consequence of this is poor patronage of the IR and low content of repositories of FUTs in Nigeria. The objective of this study was therefore to identify the available support systems in the Libraries and Information Technology Service (ITS) Units of FUTs in Nigeria. The study used face-to-face semi-structured interview methods conducted on five university librarians and five heads of ITS Units of FUTs in Nigeria, who are responsible for the development and management of institutional repositories and are also stakeholders in effective research data management. For data transcription and analysis, this study adopted the Braun and Clarke (2006) thematic analysis approach, which involves a six-phase qualitative data analysis. Findings of the study confirmed that hacking, as a cyber threat, still poses a great threat to intellectual output and research data deposited in the IR of FUTs in Nigeria. The study recommended the need for continued capacity building to improve the cybersecurity skills and data management skills of ITS staff and librarians, respectively.Item Safety Management Practices Adopted in Building Construction Sites in Niger State, Nigeria(Benue State University Journal of Education (BSUJE), 2019) Aisha, A. M.; Igwe, C. O.; Okwori, R. O.The study was designed to determine the utilization of safety facilities in building construction sites in Federal Capital territory Abuja and Niger State, Nigeria. Two research questions and two null hypotheses guided the study. A descriptive survey research design was adopted for the study. The study was conducted in FCT Abuja and Niger State, Nigeria. A total of 181 respondents consisting of 20 contractors, 71 builders and 90 tradesmen with 43 items structured questionnaire were used. The internal consistency of the questionnaire was determined using Cronbach alpha method and coefficients of A ꞊ 0.889 & B ꞊ 0.727 respectively. Weighted mean and standard deviation were used to analyze the research questions while ANOVA was used to test the null hypotheses at 0.05 level of significance. The findings of the study revealed that the respondents agreed with that of the safety facilities were utilized by the construction site worker while some were not complied. This implies that, safety facilities needs to be utilized in building construction. The findings revealed that there was significant difference in the mean ratings of the responses of the three groups of respondents (20 contractors, 71 builders and 90 tradesmen) as regard the of safety facilities. Similarly, there was no significant difference in the man ratings of the respondents as regards the extents of utilizing safety facilities in building construction sites. It was therefore recommended among others that contractors, builders and tradesmen require appropriate training/induction regularly on the use of safety facilities in building construction site base on their peculiarities. There should be appropriate information concerning the use personal protective equipment (PPE) at work to prevent accident from site. Working environment should always be cleared and kept free from all objects that can cause harm or injure the workers in building construction site.Item Improving Safety Procedure and Accident Prevention on Construction Sites in Abuja, Nigeria(ATBU Journal of Technology and Educational Research (JOTER), 2019) Igwe, C. O.; Kareem, W. B.; Stephen, M. D.; Nwachukwu, A. O.The study determined ways of improving safety procedure and accident prevention on construction sites in Abuja, Nigeria. Today, construction sites are considered as one of the most hazardous places in the world. The population of the study was 100 (20 professional builders and 80 building professionals). Two research questions were raised and two hypotheses were formulated that guided the study and tested at 0.05 level of significance. A twenty (20) items instrument title improving Safety procedures and Accident prevention on construction Sites (QISPAPCS) questionnaire was developed by the researcher and used for data collection. The questionnaire was validated by three specialist and. A pilot of the instrument was carried out. A reliability coefficient of 0.08 was obtained using Cronbach alpha reliability method. Data was analyzed using mean, Standard Deviations and z-test statistics. Finding revealed among other that there are seven (7) major causes of accidents at buildings construction sites, there is no significant difference between the mean ratings of professional builders and technicians on the major causes of accident at building construction sites. Based on the findings, the study recommends among others that there should be training and appointment of a resident safety personnel/manager to implement safety policies and form a motoring control system to always remind workers about personal safety responsibility at the siteItem Mentoring, Collaborative Researches and ICT Versatility as Influencing Factors on Research Productivity of LIS Educators in Nigeria.(Zeh Communications, 2020) Babalola, G.A.; Saidu, A.A.; Abubakar, U.; Uno, C.A; Gana, Leah Yebo; Tauheed, H.N.The paper described the extent to which mentoring, collaborative researches and Information and Communication Technology (ICT) versatility could serve as influencing factors on research productivity of Library and Information Science (LIS) educators in Nigeria. One of the major determinants of profitability of the faculty including LIS educators is research productivity. While it is true that faculty members are expected to teach and carry out other responsibilities in the academia, their research productivity remains a strong yardstick in determining their level of relevance. The research productivity of LIS educators would, under normal circumstances, receive a boost if there is cordial and fruitful mentoring among colleagues especially between the senior faculty and junior faculty. In this information driven age, LIS educators who are highly skillful in the use of ICT in information handling-accessing, collating, utilising and disseminating information would definitely be productive in terms of research productivity. With the limitless opportunities that the digital age has made possible, LIS educators who are properly mentored and who are active in knowledge collaboration coupled with ICT versatility would definitely be super productive in terms of research output. The paper concluded that mentoring is one of the major media of creating cordial and functional lasting relationship which, afterwards, influences the research productivity of LIS educators. To enhance the ranking and standard of higher institutions of learning in this digital age, the research output of Educators are normally displayed in institutions’ repositories. One of the indicators of progress and which is usually used as yardstick for career progression and elevation of faculties in higher institutions of learning is research productivity. Research productivity of faculty including Library and Information Science (LIS) Educators might not receive a boost if they are not resourceful. The study was located to Nasarawa State, Nigeria. Two (2) research questions were asked and answered. The research design was descriptive survey. The Total population for the study was (12) LIS Educators from six (6) higher institutions in Nasarawa State. Only (2) of the institutions run LIS programme. Specifically, Federal University Lafia and Nasarawa State Polytechnic Lafia, hence they were purposively selected for the study. Total enumeration (census) technique was used to cover the entire target population. Twelve (12) copies of the questionnaire administered were all returned having a response rate of 100%. The research questions were analysed using mean and standard deviation. The findings of the study revealed that resourcefulness greatly enhanced the research productivity of LIS Educators in the two higher institutions running LIS programme in Nasarawa State Nigeria, as revealed in their mean scores for all the items/constructs outlined to demonstrate qualities of resourcefulness respectively. The study recommended that LIS Educators in Nasarawa State, Nigeria should be trained and imparted with skills to be more resourceful, since it has positive influence on their research productivity.
